Presidential Decree No. 133/2017 (Decree) and the decision of the National Security and Defense Council of Ukraine "On the application of personal special economic and other restrictive measures (sanctions)" imposes obligations of the implementation of this decision on state bodies - the Cabinet of Ministers, the Security Service of Ukraine and the National Bank of Ukraine.

This decision of the National Security and Defense Council, which came into force after signing the Decree by the President, affects also only legal entities and individuals specified in these documents.

Respectively,

-  individuals and legal entities residents of Ukraine may continue to use Russian social networks or software and there is no any reason for their responsibility;

- the usage of circumvention programs and placing recommendations how  to use them - is not prohibited;

- The decision of the NSDC can not apply to providers, which are mostly private  entities. According to Article 10 of the Law "On the National Security and Defense Council":

"The decision of the National Security and Defense of Ukraine, which come into force after signing the Decrees by the President of Ukraine, is binding on the executive power”

And the Cabinet of Ministers, the Security Service of Ukraine and the National Bank of Ukraine, which are mentioned in this Decree, are not bodies regulating the activities of providers.
