Ukrainian legislation provides  with a clear answer to the question:  who should pay for the water  counters verification. So, according to Article  28 of the Law of Ukraine "On metrology and metrological activity", periodic verification, maintenance and repair (including dismantling, transportation and installation) of measuring instruments (which are used  for calculations of the consumed water for domestic use), are carried out by enterprises and organizations providing water supply services.

 The same statement is  in  "Rules of Services for central heating, supply of hot and cold water and drainage system", approved by the Cabinet of Ministers of Ukraine №630 from 21 July 2005 and in Decree by CMU #869, dated 01.06.2011 “About  procedure for the formation of tariffs for the centralized supply of cold water, drainage”. 

 What should be done when the relevant  company, providing with services of  supplying water,   requires the consumers  to check and verificate the counter at their own expense?

 1.to write request  to the head of this organization.

 2. to register an application in the office of this company  or to send via post.

 3. If they will deny  -    apply to the court: they have to follow their  obligation to verificate counters for their own expenses.
