According to this Decree:

-  NBU prolongs the 75% rate of compulsory sale of earnings by exporters - residents of Ukraine in foreign currency. BUT earnings, which will be received like charity for goals which connected with  ATO – will be free from obligation of selling 75% of  foreign currency!

-   amount of restriction for selling foreign currency to population is reduced: according to one citizen (passport) per one bank per day its allowed to buy foreign currency in equivalent not more than 3.000 UAH. This restriction does not apply to any purchase by individuals to do their obligations in foreign currency under the loan agreements with banks,

- money transfers in foreign currency by individuals to abroad - is allowed in equivalent not more than 15.000 UAH per day (without opening  an account in a foreign currency) and not more than the equivalent of 150.000 UAH per month from the current account in foreign currency,

Decree came into force on the 3rd of December 2014, and is valid until March 3, 2015 inclusive!
