-was introduced for 3-year period a special position of local government in certain areas of Donetsk and Lugansk regions  (these are areas of the city, town, village, which are determined by the decision of the Verkhovna Rada of Ukraine);

- is guaranteed right of free use of Russian or any ther languages  in public and private life;

- The state supports social-economic development of Donetsk and Lugansk region  (the law about the State Budget of Ukraine annually will fix expenditures for state support of social-economic development of certain regions of Donetsk and Luhansk regions);

- In some areas of Donetsk and Lugansk regions will be organized people's militia;

- local elections of deputies of the district, city, city district, town and village councils, village, town and city mayors in some areas of Donetsk and Lugansk regions will held on the 7^th of  December 2014.

Paragraph 1 of Article 1 of this bill provides for release from criminal responsibility persons WHO DID in the period from 22 February 2014 to the date of entry into force of this Law on the territory of  Donetsk and Lugansk regions, on which was conducted an anti-terrorist operation, ACTIONS WHICH WILL BE CRIME under the Criminal Code of Ukraine and  WHICH during doing such such acts:

1) WERE a member of the armed forces or persons involved in the activities of such groups, and / or

2) took part in the activities of the self-proclaimed authorities in the Donetsk and Luhansk regions or ACTED against anti-terrorist operations.

Under paragraph 2 of Article 1 persons  who acted like was described upper WILL BE FREE FROM criminal liability IF THEY during 1 month  after the date of entry into force of this Law will make free all hostages, will give voluntarily to state bodies ALL firearms, ammunition, explosives and explosive devices , military equipment,  stop occupying the building of state authorities and local government and stop to take part in the blocking of public authorities, local authorities, enterprises, institutions and organizations in the Donetsk and Lugansk regions, as filed an application to the body of pre-trial investigation conducting the criminal proceedings.

But in any case this Law will not be applied  to persons referred in paragraph 1 of Article 1 WHO:

1) are suspected, accused and WILL NOT DO actions which are fixed in part 2 of article 1

And / or

2) suspected or accused of committing acts that contain elements of crimes stipulated in Articles 112, 113, 115, the second part of Article 121, the second part of Article 147, Articles 149, 152, 153, 187, 201, 258, 297, 348, 349, 379, 400, 442, 443, 444 of the CrimeCode,

, and / or

3) committed acts that led to the fall on the 17 th of July 2014 in the Donetsk region the plane "Malaysia Airlines" (flight MH17), and / or interfere with the investigation of the crash.

We would also like to note that the text of the draft of these bills could be changed in the process of consideration and adoption in the Verkhovna Rada. We will inform about such changes (if will be).
