Press office of the Cabinet of Ministers of Ukraine posted on its website a message :
"Because of riots and to prevent human casualties and escalation of the conflict, we inform Ukrainian citizens that the traffic in the direction to Kiev will be limited from 00 hours 00 min. of February 19th 2014"

Such restriction obviously contradicts to Constitution of Ukraine, the Universal Declaration of Human Rights, the Convention of the Protection of Human Rights and fundamental freedoms, the Law about freedom of movement and free choice of place of living in Ukraine, because freedom of movement in Ukraine may be restricted only in cases prescribed by law and in order how prescribed by law. Such restrictions are prescribed in Article 12 of the Law about freedom of movement and free choice of place of living in Ukraine and in Law about state of emergency. Accordingly, only the state of emergency in a specific territory, which is done in the order prescribed in the Law about state of emergency (President of Ukraine should make order about this and received approval by Parliament) state of emergency may limit the freedom of movement, but not by the decree of the Cabinet of Ministers.
