Due to the law Nrs:

3879 - about restriction of public meetings and identification obligation of mobile phone providers

3587 - possibility of court sentences in absence of accused persons in criminal cases and

3855 - laying evidence by video surveillance in cases of violation of traffic rules

verchovna rada introduced at 16.01.2014 some very interesting new rules which seem to be connected with protests in the last months. This laws became valid by immediate signature by president Yanukovich.

In detail:

In Code of Administrative Violations was addedthe following:

1. Movement in a column of more than 5 cars without permission - a fine from 680 to 850 UAH or cancel the right to drive a car up to 2 years with or without confiscation of cars;

2 . Violation of the order of peaceful protests - a fine from 1.700 to 3.400 UAH , or arrest up to 10 days ;

3 . Participation in meetings in masks , hats, using pyrotechnics - fine up to 3.400  UAH or arrest up to 15 days;

4 . Establishment of tents, stages during peaceful meetings/protests without permission  - a fine up to 5,100 UAH  or arrest up to 15 days;

Criminal Code was updated with new articles :

       1. ekstremism activity,

       2.  slander - spreading false information discrediting honor and dignity of public authorities - for example about president (fine - up to 850 UAH ) . Slander in the media or

                in the internet - a fine up to 5.100 UAH !

       3. Blocking buildings of state authourities  - imprisonment up to 5 years.

       4.Collect information about employees of the bodies of internal affairs, the executive service, about members of their families - a fine of up to 6.800 UAH or arrest for

                       up to 6 months;

                       Similar actions against judges  - fine of up to 8.500 UAH or arrest for up to 6 months , or imprisonment up to 2 years .

Changes to the law on telecommunications systems :

1. Mobile operators will provide mobile services ONLY after signing agreement with abonnent (with identification of such person)!

2 . A special commission has the right to make a decision to restrict access to certain individuals on the Internet.

Introduced automatic photo and video fixation of the following offenses of traffic rules:

-exceeding the speed limits,

-driving after banned traffic  signal ,

-driving over sidewalks or pedestrian paths;

-driving  via oncoming traffic,

-traffic violations while driving through railroad crossings.

Next Law provides with possibility of criminal proceedings without the participation of a person who refuses to appear in the bodies of pre-trial investigation or trial.

Simplification of the procedures for lifting the immunity of deputies:

1. Reduced time to consider the deprivation of deputy immunity and bringing him to justice;

2 . Facts related to criminal charges , detention or arrest deputy are investigated directly in plenary meeting in Parliment.

3 . possibility to decide this question during absence of deputy.

Due to the fact that a lot of this regulations can violate citizen rights, which are guaranteed by the constitution of ukraine, we highly recommend to take legal advisory in case of being accused in this cases.

Also a complaint at the European Court for human rights is a possible way to protect the personal rights and interests.
