To open any   bank account in Ukraine  banks  are obligated  to identify a  potential client. To open any account non-resident has to  show  passport or other document that identifies a person and a document confirming place of living  in the territory of Ukraine, signed in accordance with the current legislation of Ukraine. For example, it might be rent  agreement of apartment which is done in writing form and does not require mandatory registration.  Very often banks require to provide them with  notarized contract or even worse - "registered  in Zhek"  (even the legal basis for such registration  is not exist).
